Prototype: Hallmarked V-21, Developed as a sample for the Institute of Heraldry by INTERNATIONAL INSIGNIA CORPORATION. Two samples were developed as prototypes and one was approved for issue. (The open oak wreath that looks like the CIB was approved by the Chief of Staff).
